Complimentary Webinar: Understanding Share Insurance and Liquidity

In recent weeks, the news stories of bank failures have raised questions by consumer members about the security of their deposits at their credit unions. To assist credit unions in answering these questions, the New York Credit Union Association, working with the NCUA, will be presenting a 90 minute informational session on March 28, at 10am. Presenters will be Paul Dibble, NCUA Consumer Access Program Officer and Tom Fay, NCUA, Capital Markets Manager. This session is intended to assist credit unions in understanding the coverage provided by the NCUSIF and the stability of the fund, in addition to provide insight around credit union liquidity.

Paul M. Dibble, Program Officer, NCUA - Office of Credit Union Resources and Expansion
Paul Dibble began his career with the NCUA in 2007 as an examiner. In 2017 he served as a Consumer Access Analyst and was later promoted to the position of Program Officer. He serves as a subject matter expert on share insurance and chartering & field of membership related matters. Prior to his career at NCUA, Paul worked at HSBC Bank USA N.A. as a financial advisor and relationship manager. Mr. Dibble graduated from Syracuse University with a bachelor’s degree in Finance. Paul lives in Clinton, New York with his wife Catrina, and his four children.
Tom Fay, Director Capital Markets, NCUA - Office of Examination & Insurance
Tom Fay started with the NCUA back in 2013. Tom’s work experience at NCUA includes rulemaking and policy initiatives for Interest Rate Risk, Liquidity, Derivatives, Capital, Subordinated Debt, CAMELS and other matters.
Before the NCUA Tom worked Finance division of Fannie Mae responsible for the accounting, financial reporting and analysis related to Debt Issuance, Derivatives, Mortgage securities and Treasury businesses.
Before Fannie Mae, Tom was a Treasury manager at the World Bank responsible for the Debt Issuance and Derivatives team.
Tom’s educational and training background includes a BA degree in Accounting at Iona College, NY and Executive Development at the Wharton School of Business.
